COVID-19 Changes to County Operations

State of Emergency Has Ended


Effective July 6, 2021, Goochland County is no longer under a state of emergency to help manage its response to the COVID-19 coronavirus.

All Goochland County government offices and facilities are OPEN to the public during the business hours of 8:30 a.m. - 5:00 p.m.; all patrons are required to follow prescribed social distancing practices.

Departments remain staffed by employees who can assist citizens in person, over the phone and via email. Citizens who are not comfortable accessing county services in person are encouraged to call ahead (county directory) to take advantage or drop-off and pick-up services. Citizens are further encouraged to call in advance and schedule telephone appointments with departments and agencies.

Due to the recent expiration of Virginia’s COVID-19 related State of Emergency, Goochland County’s Department of Public Utilities has announced that all standard penalty practices will resume for delinquent utility accounts.

The Department of Public Utilities recently notified all affected Public Utility customers, whose account is more than 60 days past-due at this time.  They will work with any of their customers to get current on an overdue account.  Customers are encouraged to contact the Department of Public Utilities Customer Service team at (804) 556-5835 to discuss a payment plan for their account.

Customers need to either arrange a payment plan or submit payment by Thursday, September 9th to avoid penalty actions towards their account, including additional fees and service disconnections.

Goochland Department of Social Services



Goochland Department of Social Services staff will be working 8:30 a.m. - 4:30 p.m. and available to assist clients by phone during those hours. The agency will continue to accept Child Protective Service & Adult Protective Service referrals.

Applicants may apply for benefits online at https://commonhelp.virginia.gov/, by phone at 1-855-635-4370, or for Medical Assistance only at 1-855-242-8282 (TDD: 1-888-221-1590). If a replacement EBT card is needed, the client may call 1-866-281-2448 or Goochland Department of Social Services at (804) 556-5880.
