COVID-19 Changes to County Operations

Goochland County operating status until further notice.

Goochland County government services will be open with reduced operations across all agencies during the business hours of 8:30 a.m. – 5:00 p.m. As of Monday, June 8th all county government offices and facilities are once again OPEN to the public during the business hours of 8:30 a.m. - 5:00 p.m.; all patrons are required to follow prescribed social distancing practices.

All patrons aged five and over entering all county buildings shall wear a facial covering over the nose and mouth. Children over the age of two are strongly encouraged, but not required, to wear a facial covering. If you do not have a face covering, please request one from the department or office you will be visiting. Goochland County will honor the following five identified face coverings exceptions for patrons and staff.
  •  while eating and drinking
  •  while exercising
  •  any person who has trouble breathing, or incapacitated or otherwise unable to remove the face covering without assistance
  •  any person seeking to communicate with a hearing-impaired person, for which the mouth needs to be visible
  •  any person with a health condition that keeps them from wearing a face covering

Public meetings remain open to the public but will be limited to 250 or fewer individuals, including staff. Social distancing will be required by all attendees, meeting room capacities will be reduced accordingly.

Departments remain staffed by employees who can assist citizens in person, over the phone and via email. Citizens who are not comfortable accessing county services in person are encouraged to call ahead (county directory) to take advantage or drop-off and pick-up services. Citizens are further encouraged to call in advance and schedule telephone appointments with departments and agencies.

For our citizen’s convenience, a centralized drop box has been established on the Sandy Hook Road (Rt. 522) side of the Administration Building, near the front corner of the building near the fountain. Please use this drop box if you need to drop off county correspondence, community development applications, submittals and plans. Please ensure the correspondence and documents are properly addressed and sealed. General Services staff will be dispersing the materials to the appropriate Departments throughout the day, Monday through Friday. All tax, treasurer, and utility payments should be dropped in the silver "Envelope Depository" drop box on the brick wall near the Registrar's Office on the Sandy Hook Road (Rt. 522) side of the Administration Building. 

These practices are subject to change pending developments in the COVID-19 coronavirus situation.  Below are announcements or updates from county agencies, departments, and offices.

Community Development & Public Utilities

Until further notice, all Community Development (Public Utilities, Planning, Zoning, Building Inspections, & Environmental) permit applications, submittals, connection fee applications, Conditional Use Permit applications, Rezoning application, and any other item related to the above mentioned departments, shall be placed in the centralized drop box that has been established on the Sandy Hook Road (Rt. 522) side of the Administration Building near the front corner of the building near the fountain. If the building plans and submittals are too big to fit through the drop box, then please place them in the plastic bin below the drop box. HOWEVER, all payments shall be placed in the Treasurers silver "Envelope Depository" drop box on the brick wall near the Registrar's Office.

Again, all documents go in the central drop box, all checks and money orders go in the silver "Envelope Depository" drop box.

Convenience Centers

Convenience Centers remain open and operating as normal.  We ask for your patience, our convenience centers are experiencing higher than normal use, especially with larger items.  We ask for your understanding and help as we try to manage the disposal of waste and larger items.


The Circuit Court Clerk’s office is currently closed to the public providing services by phone (804-556-5353), email, and drop boxes outside their door.  The Clerk's office will still be providing all the essential and emergency services. Goochland Branch Library

Welcome Back to the Library - Pamunkey Regional

All branches of the Pamunkey Regional Library, including the Goochland Branch Library, are now open to the public with limited hours and occupancy. Most services have been reintroduced, including browsing the collections and computer facilities. Each location has an occupancy limit, the Goochland Branch Library's limit is 35 patrons at a time. Face coverings and social distancing will be enforced. Patrons are encouraged to limit their visit to one hour each day. The library will continue to provide curbside service during open hours (Monday-Friday from 10 a.m. - 6 p.m. and Saturday 10 a.m.-2 p.m.) for anyone who prefers not to enter the building. Returns of library materials are being accepted during operating hours only. The bookdrop is closed, but books can be returned in the building's foyer. Goochland DMV Select

The Goochland DMV Select is open serving customers Monday through Friday from 8:30 a.m. to 11:30 a.m. and 12:00 p.m. to 4:30 p.m., customers are asked to abide by social distancing and wear a mask while they are in the building. For more information and questions please call (804) 657-2018. DMV Select offices are also open in Amelia, Cumberland, Hanover, Mineral, New Kent, Orange, and Palmyra. The DMV Select does not issue or renew Driver's Licenses, Learner's Permits, or ID cards. Those types of transactions require an appointment at a DMV customer service center at this time. Please see to book an appointment. 

Virginia Department of Motor Vehicles (DMV) is taking every precaution in planning a thoughtful, phased approach to safely reopening customer service centers. Operational adjustments are being made for social distancing. To minimize customer volume at DMV offices and CDL test sites, appointments will be required for specific services generally necessitating in-person service. Customers should use alternate service methods, such as online or by mail, when possible. Road tests are not available at this time.

Goochland Powhatan Community Services

Goochland Powhatan Community Services has resumed Same Day Access/Intake for mental health and substance use services in a telehealth format as of Monday, March 30, 2020. Additionally, GCPS crisis services continue to function 24/7/365. Please contact them if you are in need of these services.  They are utilizing Zoom for this process, but can complete the process via phone, if you do not have internet access or a mobile phone to download the Zoom app.
GCPS's current process for remote intake will start with a call to their main office.  They can be reached at (804) 556-5400 or (804) 598-2200. When you call, they will start with getting some demographic information and insurance information, if you have it.  This initial phone call may take 30 minutes or so.  At the end of that call, you will be scheduled with a counselor who will complete the initial assessment, develop a treatment plan, and schedule appointments.  This appointment will last about 1.5 hours.  If you have concerns about the time needed, just let them know.

They currently have scheduled appointment blocks daily for assessments, so they can start services quickly.  However, please be aware, it will take longer than usual for an initial psychiatric evaluation.

Goochland County Economic Development

The Goochland County Economic Development Department recognizes the need to support our local businesses during these difficult times.  They have developed a dedicated website ( to serve as a resource for Goochland businesses during the COVID-19 coronavirus pandemic.  In addition, it contains a list of both businesses that are still open and those that are temporarily closed.

Goochland Health Department 

The Goochland Health Department is currently staffed and will be contacting their clients regarding ongoing appointments and clinics.  Please contact them at (804) 556-5843 before coming to their office.

Goochland Department of Social Services

Goochland Department of Social Services staff will be working 8:30 a.m. - 4:30 p.m. and available to assist clients by phone during those hours. The agency will continue to accept Child Protective Service & Adult Protective Service referrals.

Goochland County Registrar’s Office

Goochland County Registrar’s Office staff will be working 8:30 a.m. - 4:30 p.m. and available to assist clients by phone at 804-556-5803 and email at during those hours.

Citizens may register to vote, update their voter registration, check their registration information and apply for absentee ballots online through the Department of Elections’ citizen portal at

Parks and Recreation

The guidelines below outline the operations of Goochland County's Parks and Recreation facilities until further notice.

The Goochland Sports Complex and Central High Cultural and Educational Complex will be open to the public starting on Monday, June 8th. Operating hours will be 8:30 a.m. to 5:00 p.m. When entering the facility, guest will need to sign in at the front desk with their intended destination. As building capacity is limited, guests are asked to adhere to the time limits listed below for specific use of amenities.

Goochland Sports Complex (1800 Sandy Hook Road, Goochland, VA 23063):

The cardio room will be open with limited capacity. Cardio room users are asked to utilize a 30 minute time slot when using the cardio room with a maximum of 4 users of equipment in order to maintain social distancing. The weight room is currently closed for renovations and upgrades. The Gymnasium will be open with the following scheduled uses:

9:00 a.m. - 12:30 p.m. is scheduled for Pickelball with the following guidelines and requirements - two courts open at a time and socially distanced waiting area will e available.

1:00 p.m. - 4:30 p.m. is scheduled for Basketball with the following guidelines and requirements - users will be limited to a 30-minute timeslot and must bring their own ball. Pick up games are not allowed at this time and all users of the facility must adhere to the 10 foot social distancing guidelines for athletic activities.

Parks and Recreation staff will track users entering the facility and once 50 users is reached, access to the building will be capped. As users of the facility exit, staff members will allow new users to enter.

Central High Cultural and Educational Complex (2748 Dogtown Road, Goochland, VA 23063):

Rooms will be available for rental. Wi-Fi will be available for access from the parking lot. Tucker's Time programs will be available by reservation only. At this time the gymnasium will remain closed for general public use with all scheduled gym related activities scheduled at the Goochland Sports Complex.

General Parks and Recreation outdoor facility use:

All amenities (playgrounds, trails, etc.) are now open to the public. Picnic Shelters are open, however, reservations are not being accepted. Youth leagues will be able to resume play on park fields in accordance with the Governor's Phase Two guidelines.   

We encourage everyone to continue practicing social distancing when utilizing the amenities and wash your hands frequently.

On Monday, March 23rd the Governor announced that all Virginia public schools will be closed for the remainder of the 2019-2020 school year.  Goochland County Public Schools is committed to getting citizens timely and up to date information as soon as decisions are made by the division and the Commonwealth.
