Update on Centerville Small Area Plan
August 7th Public Hearing – Deferral by Applicant
The applicant has requested a deferral of the Centerville Small Area Plan. The Board of Supervisors will act upon this request at the Special meeting on August 7th, 2023. Goochland County is sharing the next steps in the proposed Centerville Small Area Plan Process. The Goochland County Board of Supervisors will be holding a Public Hearing on the proposed Centerville Small Area Plan on Monday, August 7th at 6:00 p.m. in the Board Meeting Room Suite 250 at the County Administration Building located at 1800 Sandy Hook Road, Goochland, VA 23063. The Goochland Planning Commission recommended approval of the proposed Centerville Small Area Plan on Tuesday, July 25th by a vote of 3-1.
A copy of the July 2023 Draft of the Centerville Small Area Plan is available at www.goochlandva.us/VillagePlans2022 and reflects discussions held at a Joint Work Session of the Goochland County Board of Supervisors and Planning Commission on Thursday, June 15, 2023. Copies of the July 2023 Draft of the proposed Centerville Small Area Plan are also available at the Goochland Branch Library, County Administrator’s Office, and the Community Development Office.
- May 24, 2023, the Planning Commission held a Special Meeting and Public Hearing on the May 2023 Draft of the proposed Centerville Small Area Plan. After the public hearing the Planning Commission recommended deferral of the proposed Centerville Small Area Plan.
- June 15, 2023, the Board of Supervisors and Planning Commission then held a Joint Work Session, to discuss a path forward on the proposed Centerville Small Area Plan. - July 6, 2023, the Planning Commission, at their meeting, announced a July 25, 2023 Special Meeting and Public Hearing on the July Draft of the proposed Centerville Small Area Plan.
- July 25, 2023, the Goochland County Planning Commission recommended approval of the Centerville Small Area Plan to the Board of Supervisors on a vote of 3-1 during a Special Meeting and Public Hearing.

The County encourages community members, in advance of the upcoming public hearing, to familiarize themselves with the Proposed Small Area Plan by reviewing the 5 Things to Know About Goochland’s Proposed Small Area Plans facts sheet and the actual proposed small area plan. A copy of the Centerville Small Area Plan is available at www.goochlandva.us/VillagePlans2022. 5 Things to Know About Goochland’s Proposed Small Area Plans for Courthouse Village and Centerville:
- Does NOT change the existing zoning designations on a parcel or associated planning regulations such as overlay district or design guidelines.
- These are not a given if plans are adopted.
- Any standard acceptance of these recommendations must occur through ordinance amendments or the plan of development process.
- Proposed Recommended Land Uses are examples of uses that could work within the proposed Land Use categories.
- These are not a given if plans are adopted.
- Any standard acceptance of these recommended allowable uses must be done through zoning ordinance amendments or the plan of development process.
- Serves as a foundational planning tool for the next 10-20 years to guide future rezoning applications, major infrastructure, and capital improvements.
- Provides recommendations on building character and built form based on current guidelines and feedback received.

- Nov. 2022, Draft Plans released
- Nov. 2022 - Mar. 2023, Staff met with property owners and stakeholders from each small area on Draft Plans
- Jan 2023, Joint PC and BoS Workshop
- Open online comment period ran through Feb. 2023
- Late Feb. 2023, step back taken to better highlight input and values
- May 2023, Updated Proposed Plans made public
