Virginia Conflict of Interest and Ethics Advisory Council Requirements for Local Officers, Employees, Board/Commission/Committee Members
Prior to assuming office, participating on a Board/Commission/Committee, or taking employment, an individual must file an appropriate disclosure form and thereafter, must file annually.

Stipend & Travel Reimbursement Effective December 6, 2005
The Board of Supervisors took action at its December 6, 2005 meeting to compensate individuals who serve on any board/commission, a minimum of $50 for each meeting attended, plus mileage reimbursement.
The current reimbursement rate effective January 1, 2023 is $0.655 cents per mile, information can be found at the following link when a personal vehicle is used. Compensation form is below for submission to the County of Goochland, Attention: Accounts Payable, P. O. Box 10, Goochland, VA 23063.

Board of Building Code Appeals
Any person aggrieved by the local building department's application of the USBC or the refusal to grant a modification to the provisions of the USBC may appeal to the LBBCA.

Board of Equalization
This board shall meet for the purpose of equalizing real estate assessments and for the purpose of hearing complaints of inequalities wherein the property owners allege a lack of uniformity in assessment, or errors in acreage in such real estate assessments.

Board of Zoning Appeals
It is the purpose of this board to hear and decide appeals of administrative decisions made pursuant to the Zoning Ordinance; hear and decide upon applications for special permits and variances authorized by the Zoning Ordinance; and hear and decide applications for interpretation of the Zoning Map where there is uncertainty as to the location of a zoning district boundary.

Capital Area Agency on Aging (Senior Connections)
It is the purpose of this agency to provide advocacy and specified services for seniors and persons with adult onset disabilities, and their caregivers, that will help them remain in their own homes and communities with independence, and dignity and protection from harm.

Capital Area Alcohol Safety Action Program
It is the purpose of this program to develop programming and service delivery mechanisms that will serve to reduce the number of highway crashes resulting from consumption of alcohol and/or other drugs and to develop programming and service delivery mechanisms that will meet the needs of the courts, other agency referrals, self referrals and other delivery requirements as specified per the Code of Virginia.

Capital Region Workforce Partnership
The purpose of this partnership is to plan, direct, monitor and evaluate the area’s One Stop Career Centers, and related programs and services, in concert with the Workforce Investment Board.

Central Virginia Transportation Authority
The Central Virginia Transportation Authority is a newly-created authority in central Virginia that provides new funding opportunities for priority transportation investments across the region. This Authority was established by the 2020 General Assembly of Virginia and RRTPO is a resource for the Authority through both expert planning advice and staff support. This landing page is temporary in nature until the CVTA website is completed. It is a priority of the CVTA and of RRTPO that its meetings and decision-making process is transparent and accessible to the general public. The Central Virginia Transportation Authority comprises the counties and cities located in Planning District 15.

Central Virginia Waste Management
The purpose of this board is to plan, acquire, construct, reconstruct, improve, extend, operate, contract for and maintain any garbage and refuse collection, transfer and disposal program or system, including waste reduction, waste material recovery, recycling as mandated by law or otherwise, resource recovery, waste incineration, landfill operation, ash management, sludge disposal from water and waste water treatment facilities, household waste management and disposal and similar programs or systems, within 1 or more of member localities.

Goochland County Community Action Program
The purpose of this program is to receive funds to support community action activities and other appropriate measures designed to identify and deal with the causes of poverty.

Community Transportation Advisory Committee (CTAC)
The purpose of this committee is to advise the MPO on issues, plans, studies, and matters necessary and appropriate for providing viable and reasonable citizen input.

Community Policy & Management Team
The purpose of the CPM Team shall be to create, maintain and manage a collaborative system of services and funding that is youth centered, family focused and community based when addressing the strengths and needs of troubled and at-risk youth and their families.

Design Review Committee
The purpose of this committee is to ensure that new development adheres to the design standards outlined in each overlay district in order to protect the natural, scenic, and historic resources of the County.

Economic Development Authority
Meetings are the 3rd Wednesday every other month unless otherwise noted.

Electoral Board
The Electoral Board is a three member board who administers the election laws and regulations for all elections within Goochland County. Goochland Powhatan Community Services
It is the purpose of this board to act as the agent of Goochland County and Powhatan County in the establishment and operation of Community mental Health, Mental Retardation, and Substance Abuse programs as provided for in Chapter 10 of Title 37.1 of the Code of Virginia relating to the Virginia Department of Mental Health, Mental Retardation and Substance Abuse Services.

J. Sargeant Reynolds Community College Board
It is the purpose of this board to assist in ascertaining educational needs, enlisting community involvement and support, and shall perform such other duties as may be prescribed by the State Board for Community Colleges.

Monacan Soil & Water Conservation District
This board's purpose is to advise and consult with the directors of the district on all questions of program and policy which may affect the property, water supply, or other interests of the locality.

Pamunkey Regional Library Board
The purpose of this board is to control and manage the library.

Planning Commission
The purpose of this commission is to promote the orderly development of the county and its environs. In accomplishing the objectives of Va. Code §15.2-2200, the planning commission shall serve primarily in an advisory capacity to the board of supervisors.

Recreation Advisory Commission
This Board's purpose is to advise the Parks, Recreation and Facilities Management Department on the recreation needs of the community, assist with special events, promote recreational programs and needs, and thereby improve the quality of life for all citizens of Goochland.

Richmond Regional TPO
The purpose of this organization is to perform policy and technical functions for the Richmond Urbanized Area transportation planning process.

Richmond Regional Planning District Commission
This commission's purpose is to promote the orderly and efficient development of the physical, social, and economic elements of the Planning District by planning and encouraging and assisting governmental subdivisions to plan for the future.

Social Services Board
The Social Services Board is the policy making body for the Department of Social Services.

Sustainable Transportation Initiative of Richmond
The purpose of this initiative is to ensure the Greater Richmond Region’s future transportation system by promoting an array of cost effective, sustainable transportation choices for citizens in the region.

Technical Advisory Committee (TAC)
This committee's purpose is to serve as a technical advisory committee to the MPO, providing technical review, comments, and recommendations on specific transportation plans, programs, studies, and other appropriate documents and regional transportation. The TAC shall address other matters and concerns if directed by the MPO or the MPO Chairman.

Thomas Jefferson Area Criminal Justice Board
The purpose of this board is to enable participating localities to work together and plan for the development of pretrial court services and community-based corrections programs consistent with the Comprehensive Community Corrections Act (CCCA) and Pretrial Services Act (PSA) pursuant to sections 53.1-180, et seq and 19.2-152.2, et seq of the Code of Virginia.
