Study area: The Southeastern Infrastructure Study (SIS) was launched by Goochland County’s Community Development Department and centers around an area that was designated in the 2040 Major Thoroughfare Plan for future study (area formerly known as the Southeastern Prime Economic Development Area - SPEDA).  The SIS area is generally bounded by Tuckahoe Creek Parkway to the North, the Goochland – Henrico County line to the East, the James River to the South, and Hockett Road to the West.  

 

Background: During review and consideration of the County-wide 2040 Major Thoroughfare Plan, approved in 2018, concerns were raised about future roadways providing future interconnectivity between Route 288, Patterson Avenue, Hockett Road, Broad Branch Drive, and River Road.  In addition, future land use development envisioned by a number of property owners within the study area was not consistent with the County‘s 2035 Comprehensive Plan that was adopted in 2015. The County decided that addressing these important and complex topics was beyond the scope of the County-wide Major Thoroughfare Plan update effort, and a study area (SIS study area) was designated for future study.

 

Goal: The goal of the SIS is to provide an empirical, data driven foundation to guide future decision-making relating to the County’s:

  • Infrastructure priorities
  • Infrastructure funding
  • Zoning and land use analysis/evaluations

 

Infrastructure being analyzed in the SIS study includes roadways, water/sewer, schools, and fire-rescue.

 

What does the SIS study address?

The SIS study:

  • Provides the Board of Supervisors with information to guide future land use and infrastructure decisions
  • Evaluates existing infrastructure conditions
  • Establishes performance metrics for infrastructure to evaluate existing service levels
  • Promotes well-informed planning within the Designated Growth Area to:
    • Bolster long-term fiscal priorities (retire TCSD debt, maintain bond rating, et al)
    • Preserve rural areas
  • Analyzes infrastructure impacts based on (3) future scenarios:
    • Growth as recommended in the Comprehensive Plan
    • Growth focusing more on future economic development
    • Growth focusing more on future “mixed-use” (residential/commercial)

The SIS study:

  • Is not a Land Use Plan or Small Area Plan
  • Does not recommend changing the zoning of any parcel
  • Does not promote higher density than called for in Comprehensive Plan
