Goochland County Board of Supervisors Adopt Fiscal Year 2025 Budget

On Tuesday, April 16, 2024, the Goochland County Board of Supervisors adopted the Fiscal Year (FY) 2025 Budget, which begins on July 1, 2024. The adopted FY 2025 total County Budget of $134.1 million advances county priorities and maintains the real estate tax rate at $0.53 per $100 assessed value.

The total Fiscal Year 2025 County Budget is a $7.4 million or 5.2% decrease from the Fiscal Year 2024 budget. The County General Fund budget at $59.9 million represents a $7.3 million or 13.8% increase from the current year.

Priorities for the Fiscal Year 2025 Budget include supporting expanded Public Safety needs and maintaining competitive employee compensation. Total County investments in Education for Fiscal Year 2025 are $29.3 million, a 7.8% or a $2.1 million increase in local funding for Schools over the prior year (not including Capital Improvements).  The budget for Public Safety, a key focus area for the approved budget, grew by $4.3 million or 18.3% over the current fiscal year. The additions to Public Safety include 21 full time and 3 part time positions; 12 full time and 3 part time Fire/EMS personnel, 3 Dispatchers, 1 Court Deputy, and 5 Sheriff’s Deputies.

The Fiscal Year 2025 budget includes additional investments in staff with a 5% pay increase for County employees and a 10% pay increase for Public Safety employees. These additional pay increases will help Goochland County retain our trained staff and stay competitive in the current market. The County will continue to work towards compensation plans that allow it to attract and retain its world-class employees.

This is the seventh year of developing a County and Schools twenty-five-year Capital Improvement Program (CIP) to meet the capital needs of the County and Schools. The FY 2025 – FY 2049 CIP contains $431.3 million for forecasted projects including needed investments in schools, public safety, and facilities. The first year of the CIP for FY 2025 is $7.7 million and includes investments in a new fire engine and ambulance, funding towards a new Courthouse, facility repairs, and vehicle replacements.
