PURPOSE OF NOTICE: To seek public comment on a proposed permit and a proposed permit modification from the Department of Environmental Quality that will allow the land application of biosolids in Goochland County, Virginia.

PUBLIC COMMENT PERIOD: 9 October – 9 November 2015
PERMIT NAME: Virginia Pollution Abatement #00848 and #00806 issued by DEQ under the authority of the State Water Control Board.
APPLICANT: Synagro Central, LLC,

Champlain, VA 22438, VPA00848 and
Nutri-Blend, Inc.,
2353 Charles City Road,
Richmond, VA 23231, modification of VPA Permit Number 00806
PROJECT DESCRIPTION: Synagro Central, LLC has applied for a new permit for land application of biosolids in Goochland County, Virginia. VPA00848 will allow Synagro Central, LLC to land apply biosolids to no more than 307.9 acres of agricultural sites in accordance with a nutrient management plan. DEQ’s preliminary decision is to approve the permit for a ten year term.
VPA00806 modification will allow NutriBlend, Inc. to land apply biosolids to no more than 1586.5 additional acres of agricultural sites in accordance with a nutrient management plan. DEQ’s preliminary decision is to approve the permit modification.

HOW TO COMMENT: DEQ accepts comments by email, fax, or postal mail. All comments must be in writing and be received by DEQ during the comment period. Written comments must include: 1)The names, mailing addresses, and telephone numbers of the person commenting and of all the people represented by the citizen; 2) If a public hearing is requested, state the reasons for the request; and 3) A brief, informal statement describing the citizen’s interest to include how the activity affects the citizen. DEQ may hold a public hearing followed by another comment period if public response is significant and there are substantial, disputed issues relevant to the proposed permit. The public may review the draft permit and application at the DEQ Piedmont Regional Office.
