This award was received for a second year in a row and the fourth time since 2014, this time for the County’s Fiscal Year 2019 Budget. It represents a significant achievement for Goochland County and reflects the commitment of the board of supervisors and staff to meeting the highest principles of governmental budgeting. In order to receive the budget award, an entity has to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as a policy document, a financial plan, an operations guide, and a communications device.
Budget documents must be rated “proficient” in all four categories, and in the fourteen mandatory criteria within those categories, to receive the award.
“Attainment of the Distinguished Budget Presentation Award is a noteworthy accomplishment, not all counties get recognized with this award,” noted County Administrator John A. Budesky, “it demonstrates Goochland County’s ongoing commitment to fiscal planning and transparency.”
Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America. The FY 2019 Adopted Budget can be found on the County’s website (www.goochlandva.us) under annual budget and capital improvements.
Mr. Budesky went on to add, “This recognition is a team accomplishment of county staff, our constitutional partners, school board members, and school’s staff in assuring fiscal planning and financial excellence for Goochland County.” Completion of the Fiscal Year 2019 Budget was truly a team effort, it serves as a policy document for the county and includes guiding financial principles, policies, and plan including a twenty-five-year capital improvement plan.
The Goochland County Board of Supervisors announced this latest recognition at their January 2, 2019 Board Meeting, congratulating everyone involved, especially the Financial Services team.
