A cash proffer refers to a property owner or developer's agreement, during a rezoning case, to pay a certain amount per residential lot developed in order to address some of the infrastructure impacts that new residential development has on the county's roads, schools, public safety, and recreational facilities.
In Goochland, when cash proffer language is offered in a rezoning case, it identifies a specific amount to be paid for each residential lot developed, but also provided that the cash proffer amount would be adjusted annually based on a standard economic indicator. The annual adjustment was offered in order to account for changing economic conditions and infrastructure needs over time.
Once the Board of Supervisors accepted the cash proffer language and approved the rezoning case, the cash proffer language became a part of the zoning ordinance applicable to the property that was rezoned.
Goochland County Planning and Zoning collects cash proffers and transfers the money to Goochland County departments and agencies to use to fund capital improvement projects for schools, public safety, parks, and roads.
Cash proffer amounts would have to be paid before a certificate of occupancy (CO) is issued for lots subject to a cash proffer.

For building permits applied for before January 1st, 2025, and for which COs were issued by June 30th 2025, proffer amounts were not escalated from the amounts applicable in 2018 or the year of rezoning (historic).
For building permits applied for before January 1st, 2025 and for which COs were not issued by June 30th 2025, proffer amounts will only be adjusted for inflation in the last fiscal year (FY25), and the amounts are effective through June 30th, 2026 (see Table A below).
For building permits applied for afterJanuary 1st, 2025, and for which COs were issued by June 30th, 2025, proffer amounts were adjusted for inflation since 2018 or the year of rezoning on January 1st 2025, and the amounts were effective through June 30th, 2025 (historic).
For building permits applied for after January 1st, 2025, and for which COs were not issued by June 30th, 2025 proffer amounts were adjusted for inflation since 2018 or the year of rezoning on July 1st 2025, and the amounts are effective through June 30th, 2026 (see Table B below).
